How to Manage Your HBCF Cover
If you’re a builder in NSW, you have flexibility in how you manage your Home Building Compensation Fund (HBCF) cover. There’s no single “right” way to do it — the best option is the one that fits how your business operates.
No matter which option you choose, you remain responsible for the information submitted and for meeting your HBCF obligations on time.
Your Options Explained
1. Manage HBCF Yourself
You can manage everything directly through the HBCF Portal.
This allows you to:
- Apply for HBCF eligibility
- Apply for Certificates of Insurance for each job
- Upload documents
- Track the progress of applications in one place
This option suits builders who want full control and visibility and are comfortable handling the admin themselves.
2. Use a Trusted Person
If you don’t want to manage HBCF tasks personally, you can give portal access to someone you trust, such as:
- A staff member
- An office administrator
- Another trusted individual
With your permission, they can handle HBCF tasks on your behalf through the portal. You still remain responsible overall, but the day‑to‑day paperwork is taken off your plate.
3. Use a Service Provider (such as a Broker or Adviser)
You can also choose to work with a Service Provider, such as:
- An insurance broker
- An accountant
- A professional adviser
A Service Provider can help with:
- Eligibility applications
- Certificates of Insurance
- Managing policies
- Making sure information is complete and submitted correctly and on time
This option is popular with builders who:
- Want experienced support
- Have complex or higher‑value projects
- Prefer to outsource HBCF administration entirely
Service Providers are optional, and any fees or terms are agreed directly between you and them.
Brokers and What’s Changing
icare currently maintains a panel of approved HBCF brokers until 31 August 2026.
- Until this date, approved brokers can continue to act on your behalf under existing arrangements.
- After 31 August 2026, brokers can still assist you, but they will operate as Service Providers, not under a broker panel.
This means you can continue working with your broker — the way they are engaged just changes.
